Biography

Elma Diggs serves as the Program Manager for the African Peacekeeping Rapid Response Partnership
(APPRP). In this role she supports the implementation of APRRP; which is designed to strengthen the
capacity of African troop-contributing countries, specifically Rwanda, Uganda, Senegal, and Ghana, to
rapidly respond to emerging crises in Africa.

Previously she managed global health, epidemiology, biosafety and biosecurity initiatives in Sub-Saharan
Africa. Elma holds a Master of Public Health degree from Mercer University School of Medicine and
Bachelor of Science from Liberty University in Health Promotion.
