John DeLano

Education

He earned a Master of Arts degree in Defense and Strategic Studies with a concentration in Asia/Pacific studies from the United States Naval War College and completed JPME I certification. He also earned a Master of Arts degree in Management and Leadership from Webster University. He was selected to attend a competitive Countering Weapons of Mass Destruction (CWMD) Fellowship at National Defense University and subsequently earned a CWMD graduate certificate from Missouri State University. He also earned a Bachelor of Science degree in Health Care Management from Southern Illinois University and an Associate of Arts degree from Campbell University.

Biography

Lieutenant Commander DeLano is a native of Port Huron, Michigan and began his naval service in 1995. He completed basic training at Recruit Training Command, Great Lakes, IL and transferred to the Naval School of Health Sciences, San Diego, CA for Hospital Corpsman “A” School.

During his enlisted career, he attained the rank of Chief Petty Officer and served at the following tours of duty: Naval Hospital Great Lakes; 2d Force Service Support Group; Instructor Duty, Field Medical Service School East where he was selected as the Instructor of the Year for 2004; Marine Wing Support Squadron 273 (deployment Al Asad, Iraq); and Marine Aircraft Group 31.

He was commissioned an Ensign on 1 April 2008. Upon completion of Officer Development School, Naval Education and Training Center, Newport, RI, he was assigned to Naval Hospital, Beaufort, SC where he served as the Command Legal Officer. In 2009, he volunteered as an Individual Augmentee (IA), and served as the Medical Administrative Officer for a Forward Surgical Team deployed to the Farah Province, Afghanistan. Following this deployment, he returned to Naval Hospital, Beaufort, SC where he served as the Department Head for Human Resources.

In June 2010, he was assigned to 2d Medical Battalion, Camp Lejeune, NC where he initially served as the Administration/Personnel Officer (S-1) and Battalion Adjutant. In April 2012, he assumed command as the Company Commander for Charlie Surgical Company where he trained, prepared, and deployed his team to provide Role I-II medical/surgical care to Coalition Forces in the Helmand Province, Afghanistan.

In September 2013, he was assigned to Naval Hospital, Camp Lejeune, NC where he served as the Department Head for Operations Management and Protocol Officer. He later assumed the duties and responsibilities as the Business Manager, Directorate for Medical Services and concurrently served as the Plans, Operations, and Medical Intelligence (POMI) Officer for Expeditionary Medical Facility, Camp Lejeune.

In June 2015, he was assigned to United States Northern Command (USNORTHCOM) where he served as the Joint Regional Medical Plans and Operations Officer (JRMPO) for FEMA Region II. In September 2017, he deployed to the United States Virgin Islands where he coordinated Department of Defense Health Service Support following Hurricanes Irma/Maria natural disaster impacts to the U.S. Territory.

In June 2019, he was assigned to Joint Task Force – National Capital Region (JTF-NCR), Washington, DC where he served as the Chief, Medical Plans/Operations and Force Health Protection Officer. During his tenure, he provided COVID-19 data atmospherics and force health protection guidance which supported Federal, State, Local and Department of Defense executive level decision making during the pandemic. During this tour he was awarded the Sentinel Award for Field Grade Officer of the Year.

In November 2022, he was assigned to the Center for Global Health Engagement, Uniformed Services University, Bethesda, MD where he serves as the Plans, Operations, and Medical Intelligence Officer.

Decorations:
Defense Meritorious Service Medal, Joint Service Commendation Medal (2nd Award), N/MC Commendation Medal (5th Award), Joint Service Achievement Medal (2nd Award), N/MC Achievement Medal (3rd Award), Navy Good Conduct Medal (4th Award) and various campaign and service medals. He also earned the Fleet Marine Force Warfare Officer and the Master Training Specialist (MTS) designators, and the Enlisted Fleet Marine Force Warfare Specialist insignia.
